Thai Rak Thai was ordered disbanded by the Constitution Tribunal and its 111 party executives banned, including deposed prime minister Thaksin Shinawatra, from politics for five years for engaging in electoral fraud.
The tribunal read out the verdict shortly before midnight, almost six hours after their rival Democrats survived similar charges.
The tribunal found Thai Rak Thai guilty of paying unknown parties to contest the April 2, 2006 polls to avoid a requirement that a candidate standing unchallenged in a constituency must receive at least 20% of the eligible votes to win the seat, and by altering their membership registrations in the Election Commission's database.
The tribunal also found the Pattana Chart Thai and Paendin Thai parties guilty of electoral fraud and stripped the election rights of their executives _ 19 and three, respectively.
The tribunal said Thai Rak Thai's offences had undermined the constitutional monarchy and threatened national security.
''The acts by the Thai Rak Thai party are considered extremely dangerous to the country. The party existed not for the well-being of the people but to strive for political power,'' read the verdict.
Acting Thai Rak Thai party leader Chaturon Chaisaeng said the verdict caught him by surprise. He told party supporters he would work out a political solution. He also voiced concerns about the country's democratic development.
The verdict to dissolve Thai Rak Thai was unanimous, said Supreme Court president Panya Thanomrod, also president of the nine-member Constitution Tribunal.
Mr Chaturon told his party supporters they should help each other wipe the tears off their faces.
He said the outcome of the trial was unexpected and it was unfair for the party. The verdict was based on the concept of might is right.
''The people who seize power dictate right or wrong in society even though that power came from the end of a gun barrel,'' he told the party's supporters.
Mr Chaturon said people across the country found the verdict unacceptable. Today, the banned executives have even less rights than other people because they cannot even cast their votes in elections.
At shortly before six, the nine-judge tribunal, had cleared the Democrat party of four counts of electoral fraud. The tribunal spent almost five hours reading out an 88-page report on the cases against the Democrat and the Prachathipatai Kao Na parties.
The tribunal cleared the Democrats of all four charges _ attempting to topple the Thaksin government and undermining democracy by urging voters to ''vote no vote'' in the April 2 election; hiring individuals to run under the Prachathipatai Kao Na banner to discredit Thai Rak Thai; obstructing elections in Songkhla; and hiring the Cheewit Tee Dee Kwa party to undermine Thai Rak Thai.
But the tribunal ordered the Prachathipathai Kao Na party disbanded for violating the 90-day party membership rule. Nine of the party's executives were banned from politics for five years, even though the nine had already resigned their posts.
The tribunal said announcement No 27 issued by the Council for Democratic Reform (CDR) _ calling for such a penalty _ could be applied retroactively in this case because there were no criminal implications.
Democrat party leader Abhisit Vejjajiva thanked his party supporters and urged authorities to hold elections as soon as possible.
''Now that the trial is over, I'd like to call on the authorities concerned to hold elections as soon as possible,'' he said.

''The party would like to take this opportunity to work constructively for the country and the people. We must turn the party's victory into the country's victory.''
Ex-Democrat leader Chuan Leekpai, who led the Democrat's legal team, said the verdict was thorough and fair.
''I was elated when the court threw out [the case]. We worked really hard,'' he said.
About two hours before pronouncing the verdict on Thai Rak Thai, the tribunal had ruled that former defence minister Thammarak Isarangkura na Ayudhaya and former transport minister Pongsak Raktapongpaisal had illegally paid several small parties to participate in a general election last year so that minimum turnout rules were met.
Cheers of joy from Democrat supporters rippled through the room as the verdict reached its conclusion. Across the room, Mr Chaturon looked grim as the judges left for a brief recess.
Before the reading began yesterday, Mr Panya emphasised that the verdicts were impartial and fair and that they were based on facts and the law.
Mr Panya, also the Supreme Court president, called on the public to respect rules and laws to ensure peace and order.
The ruling was handed down amid tight security in and around the Constitution Court. Schools around the court on Chakkrapet road were closed to ensure safety.
Some 13,000 troops were on standby across the country as the government said it was prepared to impose a state of emergency in case of violence erupting following the tribunal's verdicts.

Mr Suthep said he received phone calls from Chart Thai leader Banharn Silpa-archa, Thai Rak Thai defector Sanoh Thienthong and other political groups who congratulated the party on its acquittal.
Mr Banharn yesterday congratulated the Democrat party for the triumph.
''I am happy for them. They have done their homework and rebutted all the charges,'' said Mr Banharn, who watched the verdicts from his party's headquarters.
Matchima group leader Somsak Thepsuthin said yesterday the political future looked bright for the Democrat party now that it had been cleared of the charges.
''It seems to me the party will be on the upswing. And if there is no other party, I guess the Democrats will get all the votes at the polls,'' he said.
National Legislative Assembly member Sophon Suphapong also hailed the verdict as ''thorough'', saying it gave assurances the judiciary could be counted on.

13 hurt as bombs rock Hat Yai

Hat Yai _ Seven bombs rocked downtown Hat Yai late last night, injuring 13 people, one seriously, police said. The explosions were the first such attacks in Hat Yai in nearly eight months since militants detonated six bombs almost simultaneously in cafes and bars across the city, killing four people and wounding dozens more last September.

The first device was detonated at around 9.00pm and six others exploded at almost the same time, police said.

All locations targeted in the bombings were in Hat Yai city, the business centre of the southern region.

The bombs went off at a house shrine in front of Big C superstore, Lotus superstore and Ratri drugstore on Suppasan Rangsan road, the Tong Siang Tueng intersection, Pab Nai Nang restaurant on Thammanoonvithee road, an area opposite Hat Yai Garden Home hotel, and the JB hotel.

Most of the devices were hidden in motorcycles and garbage bins. However, at the JB hotel an attacker threw an explosive device into the hotel grounds.

Police tried to calm down tourists and residents in the city, who were plunged into panic. The injured, including children and a pregnant women, were rushed to nearby hospitals.

Police Region 9 commissioner Jettanakorn Napeetaphat said he had set up a task force headquarters to react to the attacks believed to have been carried out by separatists. He ordered police to set up checkpoints around Hat Yai in a bid to arrest the perpetrators.

Mobile phone signals were also jammed as a safety measure to prevent any possible detonation of further devices using cell phones. A bomb disposal team was called in to search for any hidden bombs.

The team was able to destroy one device at Lotus hypermarket before it exploded.
''This is the first time our mall was bombed. We're checking on our security cameras,'' said a Lotus administrator.

Besides the injuries, the bombs also causes damage to property, including cars.

The chairman of the Council for National Security, Sonthi Boonyaratkalin, said yesterday that the scale of the bombings indicated that the attackers only wanted to create a disturbance but not cause widespread damage and injuries.

Gen Sonthi, who is also chief of the Internal Security Operations Command, the main agency responsible for security nationwide, called on residents to help authorities keep their eyes out for suspicious activities.

Authorities said the bombing was similar to explosions last September that injured 70 people. The bombs went off around the same time and used the same tactics, they said.

Last year the first device was detonated at around 9.00pm and the other five were set off between five-minute intervals.

The places hit last year were Big C, the Lee Gardens Hotel on Sanehanusorn road, the Monkey Pub on Thammanoonvithee road, the Odean Shopping Mall on Niphat Uthit road, in a cinema toilet near the Diana department store on Sripoovanart road and the sixth one also on Thammanoonvithee road.

Hat Yai international airport was also hit by explosions on April 3 last year.

King’s speech

Unofficial translation of HM the King’s speech given to Supreme Administrative Court judges on Thursday evening and broadcast nationwide:

Thank you for presenting me with the gown of the administrative judge, which means that you have given me additional trouble, again. This is because an administrative judge has the power to rule only on administrative matters. And, the 1996 (1997) Constitution, which you have referred me to, did make the administrative courts, among others, to be the highest court, a ranking previously accorded to the Supreme Court.

The urgent matter at hand, and in the next few days, may not have anything to do with the administrative court. This is about the Constitution Court, whose decision has bearing on political parties. You are not supposed to talk about this matter because it is not under your direct responsibility. However, political parties also involve administrative matters. You all may not have the authority nor do I, to speak about some political parties which may continue to exist or not exist later. I mentioned that I will be in trouble because the gown given to me does not give me the authority to speak, the same as you.

Nevertheless, any decision that concerns the status of political parties must be considered as very important. You will also be in trouble, because political parties must exist. And if we say political parties must exist, you are in trouble because you have no decision (no power) on that matter. And if you are in trouble, then so am I. You are here because you are senior judges with many years of experience. You have the responsibility to decide, but not on the podium. You have to decide, for yourself, whether the constitutional judges make the right decision.

You have the duty to criticise, whether their decision is right or wrong. I also have no right to say what they decide is right or wrong, but only in my mind I shall have that answer. If they make the wrong decision, whether to disband or not to disband the concerned political parties, there will still be trouble.

I have my own judgment, but I cannot tell you because I do not have the right (to give my opinion). You also do not have that (legal) right. But you must have an answer in your mind whether the Constitutional Court’s decision is right or wrong. Whatever they decide will lead to trouble or damage, not only to you but me as well.

You must criticise in your mind whether the decision by the constitutional judges is right or wrong. You cannot do it officially, but privately. You will probably listen to the radio of the proceedings for a full two days and nights. You must think about how to protect your fellow judges. Meanwhile, remember that even the Supreme Court has no authority to say anything on this matter.

You must interpret what I say. Any judge must make the correct ruling. Otherwise the country will be in trouble.

The last time there was an issue, when I spoke at Hua Hin about a year ago, you took on the responsibility for what had happened and that responsibility caused people to make “noises” and there were even more issues. These issues have cause and effects. In the next few days we will all be very busy. You must be well prepared and be ready to make some comments, not as judges but in a private capacity or (perhaps) as experts. This is in order to prevent the country from sinking like in the past. Then someone may return (to power) and say later that we did nothing and did not try to solve the problem. That’s why we almost sank and will continue to sink.

So, you have the responsibility to prevent the country from further sinking or deteriorating by educating those people with some knowledge to have greater knowledge. And (you should) educate people without any knowledge, so they have some knowledge of the direction the political situation is headed.

You can do it. You can speak. You can think for yourselves because you have the knowledge. Therefore, I ask all of you to help improve the situation. Right now, the situation does not look good at all. When one listens to politicians speaking on the radio, they give their reasons, but sometimes those reasons are not correct. We… I say “we” because you have given me the gown. Then I am like another judge who has the responsibility to educate people about their duties, about the duties of civil servants or of judges, to enable the country to escape hardships. I would like to thank everybody who will help the country survive this crisis.

I would like to wish you all to have the ability to make good judgment, on behalf of all judges — administrative judges and all other judges. You will help to educate the public who may not be knowledgeable in legal matters. Every Thai citizen should be concerned about the country and not wish the country to sink any further. Thank you every (each) one for your determination to perform your duty. I give you moral support to perform your duty with courage, honesty and integrity so, in the end, the people can live happily.

In performing your duty, be mindful of your safety and be straightforward in what you do. I believe you are all determined to work for the sake of the nation. I wish you all to have good health and courage to carry out your tasks and thank you again for performing your responsibility as administrative judges. You will advise others to perform their duties to the best of their ability, especially all the judges. Finally, I wish you good health and spirit to successfully perform your duty for the happiness of the country and its people.

'ในหลวง' ตรัสถึงคดียุบพรรค

เมื่อวันที่ 24 พ.ค.พระบาทสมเด็จพระเจ้าอยู่หัว พระราชทานพระบรมราชวโรกาสให้นาย อักขราทร จุฬารัตน ประธานศาลปกครองสูงสุด พร้อมคณะตุลาการศาลปกครองและข้าราชการฝ่ายศาลปกครอง จำนวน 20 คน เข้าเฝ้าฯ ทูลเกล้าฯ ถวายเสื้อครุยตุลาการศาลปกครอง เนื่องในโอกาสการจัดงานฉลองสิริราชสมบัติครบ 60 ปี โอกาสนี้พระบาทสมเด็จพระเจ้าอยู่หัวทรงมีพระราชดำรัสกับคณะผู้เข้าเฝ้าฯ ว่า

"ขอขอบใจที่ท่านเอาครุยของผู้พิพากษาศาลปกครองมาให้ นับได้ว่าท่านได้ให้ความเดือดร้อนเพิ่มเติมแก่ ข้าพเจ้าอีกครั้งหนึ่ง เพราะว่าถ้าเป็นผู้พิพากษาศาลปกครองก็มีอำนาจที่จะปฏิบัติในกฎเกณฑ์ของศาลเฉพาะศาลปกครองและในรัฐธรรมนูญฉบับที่ท่านกล่าวถึง คือรัฐธรรมนูญ 2540 ซึ่งได้ตั้งศาลปกครองและศาลอื่น ๆ หลายศาล ซึ่งแต่ก่อนมีเพียงศาลฎีกาเป็นศาลสูงสุด แต่เดี๋ยวนี้ศาลอื่น ๆ ก็เป็นศาลสูงสุดทั้งนั้น และถ้าปฏิบัติตามกฎเกณฑ์ ของศาล โดยเฉพาะศาลปกครองซึ่งเป็นศาลสูงสุดอย่างหนึ่ง ก็ต้องถือว่าเป็นศาลสูงสุดอย่างหนึ่งที่มีอำนาจที่กำหนดไว้สำหรับศาลปกครอง เรื่องนี้ เวลานี้อีกไม่กี่วันจะมีการตัดสินเกี่ยวข้องกับศาลอย่างอื่นที่ไม่ใช่ศาลปกครอง

ถ้ารู้สึกว่าเขาทำผิด เรามีหน้าที่จะวิจารณ์ วิจารณ์ในใจ แต่ละท่านต้องวิจารณ์ที่เพื่อนศาลอื่นทำถูกหรือผิด ต้องวิจารณ์อย่างน้อยในใจของท่านมีความเห็นบ้าง เพราะหากว่าเขาตัดสินมาอย่างไร จะเสื่อมเสียแก่บ้านเมืองทั้งนั้น จะตัดสินทางไหนก็เป็นคำตัดสินที่จะผิดพลาดทั้งนั้น ฉะนั้นต้องมีการวิจารณ์และถ้าวิจารณ์เป็นทางการไม่ได้ ท่านต้องวิจารณ์เป็นส่วนตัว อาจจะไม่เปล่งออกมา วันนี้ถึงบอกท่านว่าท่านเอาเสื้อครุยมาให้ เอาความเดือดร้อนมาให้ เพราะว่าเอาเสื้อครุยมาให้ก็หมายความว่าข้าพเจ้าก็มีหน้าที่ผู้พิพากษาศาลปกครองเหมือนกัน แต่ตัดสินอะไรพิพากษาอะไรไม่ได้ ท่านเองก็ตัดสินอะไรไม่ได้ เพราะท่านเองไม่ได้เป็นศาลรัฐธรรมนูญ ศาลรัฐธรรมนูญก็ไม่มีสิทธิที่จะพิจารณาอะไร แต่ว่าโดยที่ได้ชื่อว่าเป็นศาลรัฐธรรมนูญ เขาก็มีสิทธิยุ่งหมด มีแต่ถ้าฟังวิทยุ ถ้าท่านก็คงต้องฟังวิทยุทั้งวันทั้งคืน 2 วัน 2 คืนนี้ มีการวิจารณ์อย่างหนัก เกี่ยวข้องกับศาล ท่านต้องคิดวิธีที่จะป้องกันตัวแทนเพื่อนผู้พิพากษาศาลต่าง ๆ ทั้งหมดแล้วทั้งหมดก็บอกแล้วว่าศาลฎีกาไม่มีสิทธิ ศาลฎีกาซึ่งท่านก็เคยได้ดำรงหน้าที่ศาลฎีกาบ้าง แต่ก็ทำอะไรไม่ได้ เพราะเขาบอกว่าศาลฎีกาไม่มีสิทธิ

ขอพูดอย่างนี้ ท่านไปตีความเอาเอง ผู้พิพากษาศาลอะไรก็ตาม ต้องตีความแล้วต้องตีความให้ถูก ไม่อย่างนั้นบ้านเมืองพัง ก็เคยบอกกับท่านประธานว่า ครั้งก่อนที่มีเรื่องเกิดขึ้น ตอนที่ข้าพเจ้าพูดที่หัวหินเป็นเวลาปีกว่าแล้ว ก็เป็นความรับผิดชอบที่เกิดขึ้น แล้วท่านก็เอาความรับผิดชอบใส่ในตัว แล้วความรับผิดชอบนั้นก็ทำให้คนเอะเอะขึ้นมา จนกระทั่งเกิดเรื่องราวต่าง ๆ ซึ่ง เรื่องราวต่าง ๆ ก็มีเหตุมีผล ก็มีเหตุแล้ว ก็มีผลขึ้นมา ยุ่งหมด อีกไม่กี่วันก็ยุ่งต่อไป ท่านเตรียมตัวดี ๆ ที่จะให้พร้อมที่จะมีการวิจารณ์บ้าง ไม่ใช่ในฐานะศาล ในฐานะส่วนตัว หรือในฐานะผู้เชี่ยวชาญ ในฐานะผู้มีความรู้ เพื่อที่จะป้องกันไม่ให้บ้านเมืองล่มจมอย่างทุกครั้ง แล้วบอกว่าเราไม่ทำอะไร เราไม่พยายามแก้ไข จะล่มจม เราก็เกือบล่มจม ตอนนี้ก็เกือบจะล่มจมต่อไป

ฉะนั้น ท่านมีความรับผิดชอบที่จะทำให้บ้านเมืองไม่ล่มจม หรือตักเตือนประชาชนที่มีความรู้ให้มีความรู้มากขึ้น และแม้แต่ประชาชนที่ไม่มีความรู้ให้เกิดความรู้ขึ้นมาว่าบ้านเมืองควรจะไปทางไหน ท่านทำได้ ท่านพูดได้ ท่านคิดได้ เพราะท่านมีความรู้ จึงขอร้องให้ท่านพยายามที่จะแก้ไขสถานการณ์ต่อไป เพราะว่าสถานการณ์ปีนี้ไม่ดีเลย ฟังวิทยุเขาก็พูดมีเหตุผล มีผู้ที่มีความรู้ออกวิทยุ อาจจะไม่ถูกต้องบ้าง เพราะว่าเขาเป็นนักการเมืองที่พูดทางวิทยุ เราในฐานะ พูดคำว่าเรา เพราะว่าท่านให้ครุยแล้ว ข้าพเจ้าก็เป็นเหมือนผู้พิพากษาคนหนึ่ง มีสิทธิและมีหน้าที่ที่จะทำให้คนเข้าใจถึงหน้าที่ของประชาชน หน้าที่ของข้าราชการ ตุลาการที่จะทำเพื่อให้บ้านเมืองรอดพ้นจากความยุ่งยาก ยากเข็ญ ก็จะขอขอบใจท่านทั้งหลายที่จะพยายามคิดให้ทำให้บ้านเมืองไปรอดจากวิกฤติการณ์ปัจจุบันนี้ เพื่อการนี้

ก็ขอให้พรให้ทุกท่านมีความสามารถ ถ้ามีความสามารถ แต่สามารถที่จะแสดงว่าท่านมีความสามารถ เชื่อว่าท่านทุกคนมีความสามารถ ต้องแสดงว่าท่านมีความสามารถที่จะตัดสินใจและตัดสินใจแทนตุลาการทั้งหลาย ทั้งศาลปกครอง ศาลอื่น ๆ สูงสุดบ้าง ไม่สูงสุดบ้าง ให้ตัดสินอะไร พูดอะไร ให้มีความคิดดี ความคิดที่สูงสุด ที่สามารถที่จะแก้ปัญหาต่าง ๆ การนี้ ท่านต้องรักษาความความซื่อตรงที่มีอยู่และขอให้ท่าน แสดงว่าท่านมีความซื่อตรง ให้ทุกคน ประชาชน ทั้งคนที่ไม่มีความรู้ในทางกฎหมาย แม้แต่คนที่ไม่มีตำแหน่งอะไรเลย แต่คนทุกคน โดยที่เป็นคนต้องสามารถที่จะคิด เพราะว่าก็หวงแหนบ้านเมือง ไม่อยากให้ล่มจม ก็ขอบใจท่านที่ตั้งใจปฏิบัติหน้าที่ และขอให้ท่านมีกำลัง โดยเฉพาะกำลังใจ ที่จะปฏิบัติหน้าที่กล้าหาญ และต้องกล้าที่จะปฏิบัติหน้าที่ด้วยความซื่อตรง เพื่อให้ส่วนรวมได้อยู่เย็นได้อยู่เป็นสุข

Buddhism Week rings in

Agriculture permanent secretary Banphot Hongthong, acting as Lord of the Ploughing Ceremony, scatters rice seeds at the close of the annual ceremony to usher in the rice-planting season. During the ceremony at Sanam Luang yesterday morning, the sacred oxen, Therd and Thun, chose rice, maize and grass to eat from among the various food offerings. As a result, the court astrologer predicted there will be crops, grain and livestock in abundance this year, as well as sufficient water for farming. The ceremony was presided over by His Royal Highness Crown Prince Maha Vajiralongkorn.

Nicolas Sarkozy est élu président de la République

A l’issue du second tour qui s’est déroulé le 6 mai, Nicolas Sarkozy a été élu président de la République pour cinq ans avec 53,06 % des voix.

Nicolas Sarkozy était opposé à Ségolène Royal, qui a recueilli 46,94 % des suffrages exprimés.

Le taux de participation, qui atteignait 84 % au premier tour, est d’environ 85 %.

Les résultats officiels seront prochainement disponibles sur le site du ministère de l’Intérieur.

Nicolas Sarkozy devient le sixième président élu au suffrage universel direct sous la Ve République, après Charles de Gaulle, Georges Pompidou, Valéry Giscard d’Estaing, François Mitterrand et Jacques Chirac.

Membre du Parti socialiste, ancienne ministre, elle est présidente du conseil régional de Poitou-Charentes depuis avril 2004 et députée de la deuxième circonscription des Deux-Sèvres. Elle a été désignée candidate officielle du Parti socialiste pour l'élection présidentielle d'avril 2007 par le vote des militants du PS le 16 novembre 2006 et investie à la Mutualité le 26 novembre. Le 22 avril 2007, elle est la première femme à accéder au second tour de l'élection présidentielle française, qu'elle disputera face à Nicolas Sarkozy.

Ségolène Royal, née le 22 septembre 1953 à Dakar (commune d'arrondissement de Ouakam), est la fille de Jacques Royal (1920 - 1981), ancien colonel d'artillerie devenu représentant de commerce et adjoint au maire de Chamagne (Vosges), lui-même fils du général Florian Royal (1891 - 1975), polytechnicien (X 1912), et de Hélène Dehaye, qui eurent huit enfants en neuf ans (Marie-Odette, Marie-Nicole, Gérard, Marie-Ségolène, Antoine, Paul, Henry et Sigisbert). À 25 ans, elle assigne son père en justice et gagne, car ce dernier refusait de financer les études de ses enfants[réf. nécessaire].
Elle est la compagne en union libre, depuis la fin des années 1970, de François Hollande, rencontré lors d'une soirée de l'École nationale d'administration. Sorti de l'ENA à la Cour des comptes, il est depuis 1997 premier secrétaire du Parti socialiste. Ils ont quatre enfants : Thomas (1984) - qui s'occupe de la campagne sur le web de sa mère et du site segosphere.net (Le site) -, Clémence (1985), Julien (1987) et Flora (1992).

Études
Elle effectue ses études primaires et secondaires à Charmes (Vosges), puis intègre le lycée privé Saint-Joseph d'Épinal en 1968 et obtient le baccalauréat B, en sciences économiques. Elle est jeune fille au pair à Dublin (Irlande) pendant l'été 1971[2]. Après une licence de sciences économiques à l'Université Nancy II, elle est diplômée de Sciences Po en 1978. Elle intègre ensuite l'École nationale d'administration, promotion Voltaire. Pendant sa scolarité, elle fait un stage en Martinique en 1978. Elle en sort en 1980 (95e de sa promotion[3]), et choisit un poste de magistrat au tribunal administratif de Paris. En 1994, elle passe le concours d'avocat au barreau de Paris tout en siégeant à l'Assemblée nationale et au conseil général des Deux-Sèvres, et entre au cabinet Teitgen.

Carrière politique
En 1978, elle adhère au Parti socialiste, à la section du 6e arrondissement de Paris. Remarquée avec François Hollande par Jacques Attali alors qu'elle est conseillère de tribunal administratif en disponibilité, elle devient de 1982 à 1984 chargée de mission au secrétariat général de la présidence de la République pour suivre les questions de jeunesse et de sports. De 1984 à 1988, François Mitterrand lui confie les affaires sociales et l'environnement en remplacement de Yannick Moreau, partie diriger le cabinet de Jean-Pierre Chevènement, nouveau ministre de l'Éducation nationale.
À partir de 1983, elle cherche une implantation locale d'élue. Ce n'est qu'en 1988 qu'elle y parvient réellement, parvenant à gagner une circonscription des Deux-Sèvres historiquement ancrée à droite. Elle a depuis été réélue à ce poste à chaque élection, et en a démissionné deux fois, pour occuper des fonctions ministérielles. Elle n'est cependant pas parvenue à devenir maire, sa dernière tentative datant de 1995, où elle obtient l'investiture du Parti socialiste pour l'élection à Niort, mais échoue face au maire socialiste sortant Bernard Bellec qui avait refusé de se retirer.
Sa carrière politique prend son véritable essor au niveau national à partir du Gouvernement Bérégovoy, en 1992, dans lequel elle est ministre de l'Environnement. Puis, de 1997 à 2000, elle est ministre déléguée à l'Enseignement scolaire du Gouvernement Jospin, puis Ministre déléguée à la Famille, à l'Enfance et aux Personnes handicapées de 2000 à 2002.
En 2004, elle conquiert le conseil régional de Poitou-Charentes, traditionnellement de droite, et en devient présidente. Elle n'est pas la première femme à présider une région, mais elle est actuellement la seule femme à exercer cette fonction.
Le 16 novembre 2006 elle a été désignée au premier tour par 60,60 % des 178 000 militants socialistes[4] comme candidate officielle du parti socialiste pour les présidentielles de 2007. Elle devance Dominique Strauss-Kahn et Laurent Fabius[5].
Le 22 avril 2007 avec 25,83% des voix (contre 31,11% à son rival Nicolas Sarkozy); elle accède au second tour de scrutin lors des élections présidentielles françaises.
